No, you are both wrong. Why would a 7th level charr have mind burn? I found him, killed him, cast cap and "Nothing"!
No I think it is a titan boss but I don't know which one.

"Dreambreaker". That does not sound like an elementalist name... sounds like a mesmer name. I'm thinking it's Energy Burn or something similar, not mind burn.

One of the most powerful Elementalist spell in the game.
At 18 fire (glyph of elemental power)
69+69+ 8 sec burning (72 armor ignoring damage) = 210 damage
That is from one spell.
a target with 60 armor and are out of reach of a monk have almost no chance to come back alive.
Combine this with fireball, Fire ele become a very devastating cannon with short recharge.
This skill should always be use at maximum power.
A simple focus switch to a +30 energy -2 regen set will simply allow you to top over your opponent's energy just about everytime.
A simple idea to make this spell work is simply add a few disruption skills with it to not allow the opponent to recieve any heal during the burning.
I just felt that this skill is a little underated, and hence felt that it need a little more explaination.

Any Fire ele taking this elite should be shot on site. A energy management elite would make you a lot more usefull and you can spam usefull spells like fireball, immolate, incendiary bonds etc

Or you could devote yourself to a single Fire spike worth a nuts amount of damage and inflict the longest-lasting Burn in the game. Aside from Mark of Rodgort maintenance.
Though, really, why would a Fire El be spiking anyways? their job is to smash PvE mobs with Meteor Shower and crap. Els in PvP are either Ward spammers or Air spikers these days.

Actually, an ele's job for pve now days is sit in the lobby yelling "AN EXPERIENCED ELE LFG!!"
While PvP ele's job would be "I am a warrior, and half ele... ok maybe 1/4 ele... ok fine! I only use gale."
But thats off topic.
Elementalist with mind burn still can do decently in CA and TA. Just mind burn, fireball + enchantment killing and energy interruption and I was fine. Even ranger was burning to hell with those setup.
GvG thou, warrior is the current metagame.

One of the best things to to with mindburn is to be a E/Me with atleast mindburn and arcane echo and maybe power spike. Use arcane echo then mindburn so u cast 2 mindburns at the same time and u have power spike to disrupt any healing spells they might use. It is quite effective in PvP and PvE.
